HSRP duplicate address error on 6509

I have 6509 in SRM (single router mode) and I have been getting lot of these errors %STANDBY-3-DUPADDR: Duplicate address 10.4.31.253 on Vlan431, sourced by 0000.0c07.ac02. And when I check show standby i get the following:
Active rotuer:
Vlan431 - Group 2
Local state is Active, priority 110
Hellotime 3 holdtime 10
Next hello sent in 00:00:01.890
Virtual IP address is 10.4.31.254 configured
Active router is local
Standby router is 10.4.31.253 expired
Standby virtual mac address is 0000.0c07.ac02
2 state changes, last state change 5w2d
Standby Router:
Vlan431 - Group 2
Local state is Init (interface down), priority 110
Hellotime 3 holdtime 10
Virtual IP address is 10.4.31.254 configured
Active router is unknown expired
Standby router is unknown expired
0 state changes, last state change n
Why my standby router does not recognize the active router? Could there be any issue with the configuration?
And here is the Vlan431 config

ip address 10.4.31.253 255.255.255.0
ip helper-address 10.0.235.1

no ip mroute-cache
ipx encapsulation SAP

standby 2 priority 110

Hi,
1) I did not see the preempt( maybe not configured). Give the preempt
2) The priority is the same on both the routers( i.e 110) give a lower value to the secondary router.
This should work.

Reason that it has the same priorty is because it is in SRM (single router mode) which means standby router automatically synchronize the configuration with the active router as soon as you turn on the SRM and both active and standby routers have to have the same configuration. I have tried with the preempt but that didn't help.
Any other suggestions?

Also what you are showing here shows that one of your interfaces is down . you need to figure out why this interface is down.
