Minimum router requirements for BGP

We're looking at adding a second t1 for redundancy and load balancing and I'm wondering what the minimum router requirements will be for running BGP? Can we use our current 2621 as one of the routers? It's at 12.0(7) and has 32/8 for memory. From what I've been reading, I'm guessing the memory might be an issue? Or will the bulk of the load be on our ISP's router?

What would be the idea router configuration for doing a dual T1 setup for both redundancy and load balancing?

You can not load a full BGP table of the entire internet with 32MB but you can use the primary connection as default exit point and keep a few of the most significant incoming routes from the secondary peer. E.g. an AS path filter to accept routes with a short AS path and thus have an origin in the proximity of the secondary ISP.
