I have connected a 2600 series router with a 2500 series router using back-to-back serial cables..I have used a smart serial cable at 2600 router end and a DB-60 pin serial cable at the 2500 router end.My 2600 router end is the DCE end.The problem is that the line protocol is down always. Please help.My router outputs are given below.

The other thing we would need to see here is the show controllers command to ensure that the interfaces are indeed DCE on the 2600 and DTE on the 2500. The other thing is that you need to have the clockrate command entered on the DCE side, like clockrate 64000. After that you should try using hardware loopbacks to ensure that your cables and interfaces are good.

Could you tell me how to do hardware loopbacks ? I had given clock rate at the DCE interface.By the output of show interfaces serial we can see that all DCD DTR RTS CTS DSR are up.So there shouldn't be any physical problem ?

Could this possibly be due to your IP addressing? Maybe you should post running configs of both.

The other thing you might want to check too is on the cables you want to make sure that they are both balanced or unbalanced. You cant mix and match the two. If you want to do a hardware loopback here is what you do. On the DCE cable loop TD to RD which is pins 2 to 3 and 14 to 16 on a 25 pin connector and if you have a 37 pin connector loop 4 to 6 and 22 to 24. This should bring up the interface up and up. On the DTE cable for a 25 pin connector loop the same pins plus 24 to 17 and 11 to 9. You might get a clock issue if you don't let Send Timing passthrough from the DCE to the DTE so that Transmit data can be sent out, but you will have to figure that one out, a lot easier if you have a break out box or patch panel. By the way the control signals are not needed for a sync circuit and really only used for async. Most of time you would just loop those pins back to its mate.
