I have a 6509 with 2 Sup720's. When the Primary Sup720 failed, the secondary tried to come on-line, but would not learn ospf routes. when we eventually rebooted the 6509, the original Sup720 came back on line. We are running IOS Version 12.2(14)SX1.
Has anyone seen anything like this before?

Have you made sure that both the Sups have the same system image. Here are a few nice documents on configuring redundancy. You might want to double check your configuration.

This is a well known issue on the Sup720. Same problem with EIGRP as well. The bug id is CSCeb78486
and there is no workaround. Next IOS will fix the problem. In the meantime a "clear ip ospf process" resolves the situation.

When is the next release supposed to be available? What will be its version #?
