In some device ,it supports NTP authentication, like cisco router. If the both side key does not match.NTP can not be synch. So,if "Connection refused", make sure whether NTP need authentication.

The date synchronization feature is not using NTP. It is using the UNIX command 'rdate' to talk to the daytime service on another system, typically another UNIX box. The 'time' service (TCP/UDP 37) is typically run by inetd on a UNIX system. I believe that you can configure a router to enable the time service also, but I don't know the exact commands.

NTP is not officially supported in the 3.x sensor versions, and is not supported by Cisco TAC.
The sensor does have the NTP package loaded so if you have Solaris system administration (most unix knowledgeable people can figure it out), then you can attempt to configure it yourself on the sensors without support from Cisco.
I would recommend trying Sun's web site for more information on configuring NTP on a Solaris x86 machine if you want to try it yourself.
Cisco only supports direct setting of the date/time, or using the rdate command to do a one time sync of the date/time.
NTP support has been requested by several users, and is scheduled for official support in a future version of the sensor.
