cross border controller installation and law impact

what about law impact, if I have Access-Points in China or Russia (example), the controller in America or Europe and use a CAPWAP Tunnel between them?

I guess, it depends where you originate and or terminate the capwap traffic.

#For Ex: If AP(at Russia and WLC elsewhere) or WLC at Russia(AP elsewhere) then use LDPE image on WLC.

in general, just wondering how it matters when sending capwap over vpn tunnel.
