I have a 2651 with a 4 port serial card. I cannot get any commands to work which might set the clock source. Is there another place in the IOS where I can set this?

Hello Ckeithjones,
clock rate can be set only on a serial interface connected to a DCE cable
in your case
>> DTE V.35 TX and RX clocks detected.
Or you swap the cables or you configure the clock rate on the other side
