Before I go into whats going on I want to make it clear that I am not very experienced with this stuff. I have taken CCNA parts 1 & 2 in a classroom environment, have not finished 3 & 4 nor gotten my actual CCNA yet. Thats pretty much the extent of my experience with setting up a router.
I have a Cisco ISR4331 that I need to factory reset and do a very basic configuration on. I don't know the history to this router, it was used at previous site for my work that no longer needed it and now I have it.
When I power on the router, I get the following in putty:

Rinse and repeat, it just cycles that over and over.
I did a break and can get into rommon where I tried doing a confreg 0x2142 and reset but didn't help any.
I appreciate any and all help on this.
