Not sure what the issue is. Here are a couple of things to check:

- what do you get as output if your enter ip ?

- can you verify that ip routing is enabled

- what output do you get for the commands show ip protocol and for show ip route

- what licenses/features do you have on this switch?

Yes it is. I have 4 of the 4500x as my network backbone and they are currently doing IP ROUTING.

Its like the command is not on the router at all...

Hi,
The issue seems like you don't have required License activated. Share output "show license" command. This feature is required minimum IP BASE license.
