Is there a quick way to reset the RIP process on a 4500 series switch with out bringing it down?

no,
rip requires a complete 'reload' in order to reset the process(s) it uses.
either a router reload or disable/enable rip. there are no rip commands to 'reset' rip without bringing it down.
