Access list for allowing only Indian users

                   I need to create a access list to allow only the indian user. what is best way to configured it.  Actually i collected the Indian Public IPS and creating access-list permit those public IP only implicit deny will block other countries IP's, but  i need to create thousands access list it will increase the memory usuage what is best method to create the rule allow only indian user to access the my webpage.Creating this in Firewall command also welcome?

Beside using some other device, there is no other way than ACL.

can we need to create thousand accesslist  with permit command(indian public IP). We can create standard access list right?
