ASR920 and vlan translation

I am trying to setup Vlan translation on a ASR 920 but I don't think I have the commands right. What I am trying to accomplish is..

translate vlan 4 to 24

translate vlan 7 to 27

and

encapsulate it all with in vlan 21 via Dot1q

So far I have,

service instance 1 ethernet
encapsulation dot1q 4 second-dot1q 7
rewrite ingress tag translate 2-to-1 dot1q 21 symmetric
bridge-domain 1

But the above configuration doesn't seem to be working. Does anyone have a better solution?

what version of code :

suggest to revisit the config and verify what VLAN required to translate 2:1  :

Does anyone else have any suggestions? I read the article by CIsco and re-read the article linked by balaji bandi but I am still at the same point I was when creating this thread.
