Hi,
Have you configured this device? Is it in production?
If not then change confreg to 0x2142 (You have to break normal boot process for entering in the rommon mode). Once that's done a reboot should see the router come up no problem.
ROMMON1>confreg 0x2142 ROMMON2>boot

Hi.
Some questions.
Does this device boots completely? or it continues booting in a loop?
Does this device has some modules? please try removing them and then try again.

Is there an image on the flash? if this is new then I think that there should be. Allow the unit to reload twelve times. If there is any image on the flash, the device should boot to it. Yes, I know it is a pain to wait for so long. There may be a statement to an image that isn't on the flash: and it takes this long for it to determine that the image is not there. You can, on some routers, remove the flash from the router and connect it to a PC an look at the filesystem and if necessary add a bootable image. Also, if the flash: doesn't open, then you can replace it, if necessary, adding a bootable image.
