If I am reading the following correctly, the maximum memory for that  router is 2.5 Gb. The second stick is probably being ignored because it  is too large to begin with.

Cisco 2951

Expansion Type—VLP RDIMM with ECC.

VLP RDIMM sizes—512 MB, 1 GB, 2 GB.

VLP RDIMM slots—2.

Default VLP RDIMM memory module — One 512 MB module (slot 0)

Maximum memory—2.5 GB.

It looks as though you can put a 512 MB DIMM in slot 0 and a 2 GB DIMM in slot 1 and that will be it.
