We are facing issue with Cisco 7606 Router Utilization going High 99% or, even crashing due to High ARP Input Process. Even our traffic fluctuated few times during this High CPU.

This router is having HSRP configuration and second router was having even higher CPU utilisation and we were not even able to login to it properly.
Almost all HSRP stanby was showing as unknown.

Clearly, we were getting high ARP requests from int Gi3/4.1300 and after shutting this VLAN sub-interface, things got normalised.
On further investigation on this LAN segment, we found STP misconfiguration which was causing L2 loop resulting in high ARP requests on our router which was causing High CPU utilisation.
These kind of issues has become day to day issue in our network as we are having multiple VLAN segments connected to our Cisco 7606 Router and one misconfiguration in any of thousands connected node is causing high broadcasts leading to high CPU and unstability of our core 7606 router.
I have few doubts/questions:
1.) Is there any cinfiguration we can do in router in order to avoid increase in ARP Process, or, block ARP requests after particular number of repeated requests ??
2.) Such high number of ARP requests are normal in these kind of scenarios, or we are doing something wrong??
3.) Any other way to know the source of VLAN which is creating broadcast instead of NETDR ??
4.) Any configuration which can alert us about high ARP requests or, broadcast from some particular VLAN, so that we can block that VLAN proactively??
5.) Any other method to analyse things faster so that we can take action quickly with just few commands ??
6.) Any more things that I should log during high CPU to get more clear picture of problem. ??
7.) Is NETDR safe to use when CPU utilidation is almost 100% ??

If you have L2 loops on your network why not configure BPDU guard on your access layer?...I assume it is users causing the loops?!
You could also try configuring DAI :

We have M/W transmission Nodes connected to this router which run their own RSTP, so BPDU do come to our router, I don't think we can use BPDU Guard in this situation, or do I ?

I think if I can configure this rate limit on sub-interface level then it will pretty much solve my issue as it will put particular sub-interface on err-disabled mode, and we will also get to know the source VLAN for our further diagnosis.

You should expect BPDUs on trunk interfaces to other switches so don't enable BPDU guard here. Do make sure your router has the lowest root ID.
You'll want BPDU guard on access switchports which are connected to user devices.
Regarding rate-limiting, ARP inspection is enabled per VLAN, so if you have a trunk interface carrying a VLAN with ARP traffic exceeding your confgidured limit, I assume it will err-diable the entire interface....not sure...try it in a lab :)

I tried to enable ARP rate-limit on VLAN subinterface in router, but router not letting me configure the same, while I am able to configure same at interface level. So, I assume ARP rate-limit can be configured on interfaces only not on subinterfaces and so it will err-disable entire interface instead of subinterface in case of ARP request exceeding limit set by rate-limiter.
We have multiple subinterfaces(~50) configured within each interface so, err-disabling whole interface will stop traffic from all those VLANs also when issue be with particular VLAN only, so I think its not good idea for us to enable ARP rate-limiter.
Also, I was curious if I enable DAI, is it possible to just send trap or, log it, if particular interface or, vlan receives high ARP requests instead of shutting it down, this can actually lead us to source of VLAN causing issue and we can take action appropriately.

DAI will only log packets or send traps when it drops packets, which it will only do with rate-limiting enabled! :)

Not possible to enable DAI on access layer. We are using Ethernet-Over-SDH point to mulit-point for access and NE involved don't have DAI facility.

Problem still not resolved. Meanwhile, I am just trying to just enable DAI per VLAN so that I can get source VLAN of high ARP requests during ARP floods and take appropriate action to block particular VLAN.
