Hello,
I am currently testing some of the capabilities of a Cisco IE 4000 Switch.
I was wondering if there was a way/command to manually energize the alarm relay of the switch or if it was only possible by meeting one of the fault conditions.

The switch supports these methods for triggering alarms:
Configurable Relay
The switch is equipped with one independent alarm relay that can be triggered by alarms for global, port status and SD flash card conditions. You can configure the relay to send a fault signal to an external alarm device, such as a bell, light, or other signaling device. You can associate any alarm condition with the alarm relay. Each fault condition is assigned a severity level based on the Cisco IOS System Error Message Severity Level.

There are couple of ways we can look here, you can configure syslog, SNMP Trap send to remote server.
or some kind of EEM script as soon as you see the logs you looking to send email. ?

If I need to trigger an alarm manually for testing, I just assign an alarm profile to an unused port, or a VLAN interface that is down. Or temporarily set the max high alarm temperature #2 to be something like ....19degC / 65degF. At room temperature an alarm condition will exist. There is no CLI command in traditional IOS to trigger it as far as I know. Probably/maybe on the newer generation of IOS-XE switches (and if it doens't exit, you can open a case with TAC and ask them to add it)
On IOS-XE on IE-3x00 (Stratix 5200):
