Sorry I'm clueless about cisco routers, which one of the two? and how would load it into the router?

Break the boot into ROMMON.

Download the firmware into a USB flash drive. 

Insert the flash drive into the router and use the command "boot usbflash0:filename.bin"

I'm sorry Leo I cannot download  it it says that I need to have a "Valid Service Contract" I need to get it wit CISCO if I bought it directly; but since this Router was here an the previous IT guy left without any information about this router I'm stuk!!

Read this:  Cisco IOS and IOS XE Software DHCP Remote Code Execution Vulnerability

Pay attention to the Customers Without Service Contracts section:  

Customers who purchase directly from Cisco but do not hold a Cisco service contract and customers who make purchases through third-party vendors but are unsuccessful in obtaining fixed software through their point of sale should obtain upgrades by contacting the Cisco TAC.

Customers should have the product serial number available and be prepared to provide the URL of this advisory as evidence of entitlement to a free upgrade.

Email TAC and provide the serial number of the router.  Request TAC to publish 16.9.8 and provide TAC the filename.
