conf t not working on Cisco ISR 4221

I have this problem on cisco isr 4221, i can not do configure terminal.

Can someone help me to fix this issue?

Router is running SD-WAN firmware.

Yes the router is running SD-WAN firmware.

I fix the issue by typing this command

Router# 

controller-mode disable

I think you need also to change the IOS, because it is an image for SDWAN installed 

In my case I installed the

isr4200-universalk9_ias.16.12.05.SPA
