I Have two app servers in diferent locations. The servers are reached by IP Address (DNS or Proxy Caché isn't option) from remote sites.
We need establish a DR, in event of failure in central site, the backup should reach with the same IP (to not change the application config in all PCs).
Cloud is MPLS with BGP in each site.

You could buy a QinQ circuit from your provider to link the primary and DR site (easiest option).
You could deploy L2TPv3 to link the sites at layer 2.
You could use a new routing protocol like LISP.
