HWIC-1FE in 2811

I just got a 2811 IP base image router and put in a new HWIC-1FE card but the router seems like it does not recognize the card.

The lights on the card turn on but I cant see the interface in the router. So far I tried putting the card into slot 1 and 3 but still i cant see the interface.

Any suggestions?

Please upgrade to like 12.4(11)XJ4. That card is kind of new and unsupported in older code.
