In a multi access environment how do we know that topology change has occured in ospf

show ip ospf topology-info

show ip ospf statistics

Unsure what you really asking. Topology changes are via LSAs. The big difference with multi-access would be OSPF routers on a common multi-access segment use a DR and BDR designated router vs. using a full mesh to communicate topology changes.
