Hi,
I have 1 ISR router at Office A and another 1 ISR router at Office B.
My question is how to make both of the routers communicate. What most simple configurations are suitable?
Office A router (103.242.x.x/29) <> ISP <> Office B router (103.242.x.x/29)
Appreciate if someone can help me on this. Thank you.

There is much that we do not know about this environment and that could affect our advice. But it seems to me that one option would be to configure a GRE tunnel between the routers (outside interface/public address to outside interface/public address) and a static route for the remote subnet sending that traffic through the tunnel.
