Hi I'm setting up a Cisco 887 ADSL/VDSL router at home.
I have the ADSL2+ Annex A side up and running.

I can ping outside IP addresses from the router

How can I make that say enabled?

This is because there is not an IP address assigned to ATM0. If you want it to say enabled then assign an IP address to it.
But I doubt that this is the reason why users can not reach the Internet. You have not shown us any config details but the common practice is to assign the IP address to the dialer interface and it looks like you have done this.
The most common cause of symptoms like this is that you are not doing address translation on the user traffic going to the Internet. If you post details of the configuration we would be able to give you better responses.
