IOS upgrade for ISR 4321 keeps failing

I am pretty sure I am missing something here but I have run into a wall and wanted to reach out to the community before anything else...

 

I have an ISR 4321 that is on IOS version 3.16.4 and I am trying to change the IOS version to 16.3.7 the current suggested Denali version.

 

I have ran the command

 

boot system flash bootflash:isr4300-universalk9.16.03.07.SPA.bin

 

And after reloading I receive the following error:

After this the router reloads into the previous version. If there is any insight to this or if I am perhaps missing something, assistance would be greatly appreciated.

Thanks for the resource, unfortunately it did not assist with my issue

This means the IOS file is corrupt.  Go to the Cisco website and download the file again. 

Copy the IOS into the router and do the verification again.

verify /md5 bootflash:isr4300-universalk9.16.03.07.SPA.bin 2199a0e3c7a01bcb2e399c46f4ce694d
