Does 1921 router support IP Mobility?
If yes, what IOS and License should be used?

1921 router - check the EOL/ EOS - again you can cehck the feature navigator for the features.

Thanks for the link! Unfortunately it might be a little bit outdated. Based on the link, the 1921 router is not in the list of the Cisco platforms supporting IP Mobility. At the same time, the 1921 router's datasheet states that the IP Mobility is supported.

Based on Cisco Feature Navigator the current IOS version (c1900-universalk9-mz.SPA.154-3.M3.bin) of the 1921 router should support Mobile IP, however, when I enter the command "router mobile" I get this: "Protocol not in this image".
Any suggestion?
The current license is IP Base:

I've tried to downgrade (c1900-universalk9-mz.SPA.150-1.M4) and upgrade (c1900-universalk9-mz.SPA.157-3.M8) the IOS image of the router but still failed to run Mobile IP.
It seems the router "CISCO1921/K9" has the right license and IOS image but doesn't like Mobile IP for some reason.

BB, Is any other potential reason of Mobile IP not supported by the 1921 router? Based on Cisco Feature Navigator, it should support if its IOS is Version 15.4(1)T2. The bellow is output of "sh ver" command:
