If you have the base license, I believe you're going to need to get an update to a minimum of a data license in order for sla to work. Do a show ver and look at the end of the output. It will tell you which license you're licensed for.

I see the EvalRightToUse under your data section. You may want to contact TAC, but from what I see it's a temporary license. Here's a link to the evaluation section:

Hi,
do we need to reboot router to activate license after entering these commands?
!
license udi pid C3900-SPE100/K9 sn <<
license accept end user agreement
license boot module c3900 technology-package datak9
!

If I remember right, I don't believe you need to. If you look at the "sh ver", you'll see a chart like this:
echnology Package License Information for Module:'c2900'
-----------------------------------------------------------------
Technology Technology-package Technology-package
Current Type Next reboot
------------------------------------------------------------------
ipbase ipbasek9 Permanent ipbasek9
security None None None
uc None None None
data datak9 Permanent datak9
If your data line doesn't have a "Permanent" in the line, then you're not licensed for that feature. (Actually, I think there are other statuses that you can have as well.) The following link should tell you step-by-step how to install the new license.

John

Hi,
Luckily its working now....
Earlier we had this error logs pasted below: I copy pasted the config from old router after hardware replacement. On new router these logs were found: & then I was unable to configure
the same commands which were being rejected earlier is being accepted now... the only change that occured in the middle was a "wr" command & rebooted router...
