Is it ok to configure ip tcp adjust-mss command on ISP level Gateway router ???

By enabling this arn't we overloading the router ???

No, in fact, it often decreases the load on the router (especially if fragmentation is avoided).

BTW, mss-adjust shouldn't be needed for the network to transfer data, it's a optimization feature.  If it is needed, there's an issue with PMTUD.
