The default Aggregate Throughput is 100 Mbps. Enable the Performance License and the Aggregate Throughput goes up to 300 Mbps.

On the product specification URL, i can see for ISR 4321 maximum only up to 100Mbps and not 300Mbps. Am i correct?

i already read and for ISR4321 is 100Mbps and not 300Mbps
The ISR4321 can have throughput up to 1.5Gbps if used boost license, am i right?

Yes, look at the default Aggregate Throughput when the Performance License is enabled. This means the entire chassis can do up to 100 Mbps of traffic and not on a "per port" basis.

General guideline for the maximum throughput of the ISR 4321 based on the licensing:
1.SEC/K9 License
2.HSEC/K9 License
3.AX/K9 License

You need a boost license, and perhaps other licenses too.
Actual performance will depend on your traffic and config.
The "up to 1.5 Gbps" is best possible case which is usually all max size packets and config is as simple as possible. (Neither the norm.)
