I have a central site that wanna to access two remote sites.
the all three connections are with ADSL, so the routers doen't feel the link down.
I wanna that the traffic of mail server goes through the 1st remote site, and if the link is down, it forward if through the 2nd remote site.
done with PBR (Plicy Based Routing) I wanna to set the next hop to the 1sr site next to the 2nd one if that fail.
How it can be donne?

You can use IP SLAs with PBR to verify connectivity to the 1st site, and route to the 2nd site.

and do I need to have CDP enabled on both routers? so if via an ISP, i have to make a tunnel to pass CDP?

CDP is not required, but will work via GRE tunnel (depending on code version).
