As per RFC5643

 

OSPFv3 Interface Identifier is an IPv6 interface index. 

 

For example, the index value of an OSPFv3 Interface

   Table entry is the IPv6 interface index of the IPv6 interface over

   which OSPFv3 is configured to operate.
