Router A should move to "2WAY/DROTHER" status, same as the other 3 routers that are neither the DR or BDR.

I am somewhat puzzled by the phrasing of the question in the original post. But I agree with Joseph that the behavior is that the new router in the network segment does go through the data base exchange with the DR and the BDR to achieve full adjacency and does not do any data base exchange with the other router routers in the network segment.

Hi Adam373 ,
In Ospf network type BMA or NBMA , where DR & BDR are elected . In such network types only the DR - BDR adjacencies &
DR,BDR - DRO adjacencies are " FULL " , while DRO - DRO adjacencies will be 2WAY/DRO , So the new router that you'll introduce in your network will form Full adjacencies with the DR & BDR , while it will be in 2way/dro with dro's in the network .

Rtrs that are not DR/BDRs do not become fully adjecent , they will stop at the 2way state as stated by @Joseph W. Doherty , which is a normal process, it shows that these DRothers have bidirectional connectivity with each other, however they will exchange DD packets with the DR so to syc the LSDB.
