problem RSP1 ASR 903

Hello

I have ASR 903 and i want to copy "asr900rsp2-universalk9_npe.16.09.04.SPA.bin"  from USB to bootflash :  RSP1 ( backup )  But i have a error :

Router#copy usb0: flash:
Error: Licensing infrastructure is NOT initialized.

Source filename [asr900rsp2-universalk9_npe.16.09.04.SPA.bin]?
Destination filename [asr900rsp2-universalk9_npe.16.09.04.SPA.bin]?
%Error opening bootflash:/asr900rsp2-universalk9_npe.16.09.04.SPA.bin (Permission denied)

what is the problem for RSP 1 ( stanby )  and what is the solution 

i wait from ecpert ASR 900 help me and i wait a reply

Not sure what exactly you trying to do here ? are you in the process of upgrade ?

RSP1  is standby ? is this correct ?

i also see some messages here ?

clear platform license-partition and reload the module. ( if this is live environment do in the maintenance window ?)

YES  , it is RSP 1 for ASR 903

so  that are steps in RSP 1 ( stanby ).

Just  want to knwo what is the command that allow me ?? :  clear platform license-partition and reload the module. (  that you tell me ) ??? !!!!! to resolve this error

the command does not exit : clear platform license-partition !!!!  this command does not exsit in ASR 903  cisco

#clear platform

how i can rsolve this problem and what is the command exct for ASR 903 !!??

If this is an RSP1 then why are you copying the firmware for an RSP2?  

Under the Restrictions for Upgrading from Cisco IOS XE Release 3.x to Cisco IOS XE Release 16.x, it specifically states: 

RSP1 Module is not supported in Cisco IOS XE Releases 16.x.

Yes  it was rsp standby with rsp active but now it is not rsp standby because .we plug this  rsp standby from asr 903 because it have a problem and we try installed only in asr 903 ..so it became active ....!!

So we try copy ios from USB 0 to bootflash  for this rsp as same work rsp0 active . It show message error as mentioned before !!! 

So what's command resolve message error .

So i wait the help from you and reply ..

the problem is not resolved !!!
