QoS Drop with Available

I have a QOS configuration on cisco router 2600:

I have two PCs, first one, is sending packets already marked with DSCP EF, and the second isn´t. Then I did a ACL to mark packets from second PC.

When the only second PC start the traffic, with 256K, the policy in output serial interface is dropping average 3K, and I have bandwidth available.

When first PC start traffic don’t have problems

PCs are in same LAN.

WHY?

what is your named access-list MTM matching on ? Can you post the entire configuration of your router ?
