QoS Throttling?

I have a location with a 50Mbps MPLS Circuit. I have been investigating reports of slowness and I have found on their WAN interface a bandwidth of 5000. This interface also has a QoS policy set on it. The QoS policy has a cir 10000000 (bps). I believe this is effectively throttling the speed to 10Mbps and the interface using the policy is calculating QoS using 5Mbps as max available bandwidth.  I don't have much experience with these policies so I would appreciate any input from others who do.

Router is ISR4321 on version 17.06.05

The shaper's CIR should be for 50 Mbps, or about 15% less to allow for L2 overhead (don't know whether that shaper counts L2 overhead).

Possibly the bandwidth statement isn't impactful for bandwidth throttling.
