Are WIC-2T compatible with 2951 Routers and If so is there a command to enable the interfaces?

No, those are not supported in the 2900/3900 family.

No, not supported and they will not "fit" into the slot without permanently damaging the pins. 
If I remembered correctly, all WIC/NM for the ISR G2 need to have the "H" in the prefix:  HWIC-2T
