Routing Protocol for L2 Extended Base-to-Base VPN

In researching configuration information, I have checked the following Cisco site.

I understand that I need to implement an IPSEC-VPN between locations to use LISP.
When I checked the sample configurations on the web, I found that many of them use OSPF routing between locations.
Is it possible to implement static routes without using OSPF routing?

technically that should be possible static route as default mechanism(required more manual process- if that is ok you should be ok)

until documentation mentioned any limitation.

Thank you for your answer.
I believe that RLOC information needs to be maintained between locations when using LISP.
Since the RLOCs use the Loopback IP, I would like to distribute the Loopback information via OSPF.
