show arp not working

Please post the output of show ip interface brief. We need to be sure that some interface(s) is/are up and assigned with appropriate IP addresses.

as mentioned above, you must have interface in UP UP state (no shut interface with IP address assigned) to see local ARP in table.

Make sure at least one interface is assigned with ip and up

Initiate some communication and check..!
