in our branch office. we are using cisco 2621 as edge router connected to 10M uplink leased line. and for users using 3560.
users always complaing about slow speed while there is no error anywher in the interface.except some drops in input queue.

Hello,
It could be circuit over utilization. The input queue that is dropping is it the default queue or specific QoS queue?
Please provide output of sh policy-map int xyz & sh int.
Also ping to the provider ip and see the transit times, trace to HQ and see if there is hop that has high RTT.

10 Mbps WAN link? A 2621 is only rated at 25 Kpps; a little "light" for supporting 10 Mbps.
What's you CPU usage history look like?
Is you 10 Mbps uplink Ethernet? Full 10 Mbps both directions? PPPoE? (If Ethernet, why not connect to the 3560?)

it is a 10M ethernet. it has been set up years back.the same setup is being used in most of the sites with 100M uplink and we have no issues!
for both devices the IOS version is very old too. but not sure if it could cause the issue:

Well part of the poblem is obviously the CPU getting hit hard.
Can you provide the output of 'show processes cpu sorted"
Also, is there a reason you are using Fast Cache (ie ip route-cahce) and not CEF on these interfaces?
Also, can you provide the output of 'show logging'

I added it to see if it makes it better! but it didnt!!

If it were me, personally I would always run CEF if I can, unless you have a reason to otherwise.

I know but since users complain alot and I thought just to give it a try.I removed it now. but again everything is very slow!!

Have there been any configuration changes before all the "slowness" started?
Also, can you post the results of 'show processes cpu' again.
You may need to change your load-interfacel from the default of 5 minutes to 'load-inteface 30' under the fast ethernet interfaces to get better idea of what's going on.
Do you have any VPN tunnels on this router by any chance?
Are you able to type the following command and post the rsults
"show int f0/0 switching" "show int fa0/1 switching"
show ip int f0/0 and show ip int f0/1
