what is the diff between syn int having
async link and asyn int having syn link.

I'm not aware that you can run a sync port in async mode. Sync ports have a part nr. that end in T (i.e HWIC-4T)
The A/S ports (i.e HWIC-4A/S) can run either sync or async but have a limit of 256k.

It's a feature on newer models. You can run the sync ports async on at least:
1600, 1700, 2600, 3600
Which you'd choose really only depends only on what's available.
