Unable to set VLAN's on a Cisco UCS 520

I am trying to configure a UCS 520 and need to setup the VLAN for the phones.  I tried to use the vlan command from the config prompt and also from the vlan database and each time I get the following message:

UC520(vlan)#apply

% not enough space on flash to store vlan database. trying squeeze...

% error squeezing flash - (Operation not supported on this file)

Error on database apply 40: NV storage failure

Here is what my nvram is showing:

There is no need to enter vlan configuration mode. It's all automatic.

I am trying to add vlan's and I cannot do it either way.  When I try to add a new vlan this is what I get.

Again: just configure vlan interface, and that's it.

Got the same issue on 3845 router.

If you don't create vlan, interface vlanx stays down.

This command configures vlan-switch on 4ESW card.

Tried booting without config, tried erasing and formatting flash, doesn't help.

sykt-pervm-3845#conf t

Enter configuration commands, one per line.  End with CNTL/Z.

sykt-pervm-3845(config)#vlan 5

sykt-pervm-3845(config-vlan)#^Z
