8000v HSECK authorization

Hello,

I have an 8000v in AWS that I would like to tear down.  It is in autonomous mode.  A show license summary looks like this:

License Usage:
License Entitlement Tag Count Status
-----------------------------------------------------------------------------
Router US Export Lic... (DNA_HSEC) 1 IN USE
network-advantage_1G (ESR_P_1G_A) 1 IN USE
dna-advantage_1G (DNA_P_1G_A) 1 IN USE

When I try to return the HSEC license, I get this message:

#license smart authorization return local online
Operation cannot be completed because license is in use

 

I attempt to find Cisco docs on how to disable/deactivate license, but they lead no where or to commands that don't seem to be available on the 8000v.    How can I deactivate and return the HSEC license back to the portal for reuse?

The no license featurehseck9 was not working on the 8000v.   What seems to work is 

no platform throughput level (lowers the bandwidth to below 250Mbps)

license smart authorization return local online

Apparently, the HSECK9 feature automatically goes away locally once the the bandwidth is set below 250Mbps.  Then you can release the license.

i believe old traditional way to remove feature like this.
