C240 M4 won't power on

Good afternoon.  I have a C240 M4 server that won't power on fully.  I have two UCSC-PSU2V2-1400W in the server with 200 - 240V power connected to it.  The power supplies blink green for awhile and then become solid, but the power button in the front always stays amber.  Fans don't sound like they kick on at any point.  

This is my first point, and sort of new to UCS, so if you need any more information, please let me know and I will do my best to provide.
