Customer Unable to access SNTC Portal

We have setup 2 users with access to the SNTC Portal one has the wrong access the other is unable to access. When trying to access the page he is redirected to the following page:

Prompted to login and told he already has access, taken to a different screen which redirects to the above screen. He has tried multiple browsers, multiple devices, cleared cache and cookies, tried private browsing and nothing works. Help!
