I checked internally and the SNTC portal is facing an issue with the Certificate download function, it's a general situation issue.
Right now our Internal escalation team is working to further solve this situation, they created a Bug https://bst.cisco.com/bugsearch/bug/CSCwj48172?rfs=qvred SNTC Entitlement creation failing
As you can see in the screenshot I have attached, there is an option to add your email to receive daily, weekly, or monthly notifications about this Bug for SNTC Entitlement creation failing, By clicking on the Notification Tab as marked in red color, you will be able to see the workaround and solution progress.
