Error 401 - Unable to access services API developer portal

A few weeks ago I was granted Customer User and API Developer permissions to SNTC via the CSAM as per the Services API User Onboarding Process documentation. According to that documentation, I should now be able to access the Cisco API Developer Portal to register applications. When I log into the developer portal, I keep receiving the error:
"401 

Your session has timed out
To continue please log in at cloudsso.cisco.com/
"

When clicking on cloudsso.cisco.com, I just get send to a page that just says "cloudsso is live cloudsso1 is live"

How would I go about fixing this issue? My Delegated Administrator has shown me that they have indeed granted me the permissions as per the documentation.

For those that are having the same issue, I haven't been able to find a fix for the direct link to the developer portal, but I have found a workaround. 

Sign into the direct link to the Cisco developer portal at https://anypoint.mulesoft.com/apiplatform/apx/#/portals and when you get the 401 error, go to the home page of the website at https://anypoint.mulesoft.com/, then you can go to API Manager under Manager Center which will take you into https://anypoint.mulesoft.com/apiplatform/apx/#/portals but bypass that 401 error. I don't understand why going directly to the site throws that error but at least these steps will get you in and let you start using the APIs there.
