Hi,
You can open the TAC case from the portal however the portal is not needed to open a support case. The easiest thing to do is to go to Support Case Manager (https://mycase.cloudapps.cisco.com/case) to open the case. On the tool enter the problem details, include your device serial number, the contract number, submit the case, and the TAC team will call you back. This is a guide for the Support Case Manager: https://www.cisco.com/c/en/us/support/web/tools/scm/help/en-US/index.html
Regards, Tim.

Hello,
If you have successfully completed the on-boarding process then the following URL will take you to the SNTC portal:
services.cisco.com
Please note that at this time there is an on-going issue affecting SNTC Portal access which we are working to resolve without delay.
Additionally, please also note that in order to receive TAC support for SNTC (Portal or Collector) that a Smart-Assist service level contract will be required. A standard serial number + Smartnet contract will not qualify for Smart Assist support.
