While accessing the Request Smart Account page it says to try later in 15 minutes then it says forbidden. I have tried from different computers and browsers and had not succeeded. And I can not open a new case by this reason also. Is there anybody solved this issue?

I have acknowledged this post. This seems to be a generic issue and might not be related to specific SNTC portal.
However, please clear cache and cookies and try incognito mode as well.
Meanwhile please share your company name and party ID over the Personal message.

The customer's CCO ID was not associated correctly with their Contract and hence was directed to web-help@cisco.com for the validation of their CCO ID.
