Manage Access and Profile Update History are greyed out (can't click them)

I want to grant LOA access to a VAR but the Manage Access button is greyed out (can't click on it). I have these rolls assigned in Service Access Management: API Developer, Customer Administrator, Customer User. Is there something else I need to assign, anything I am missing?

Hey Kirk,

 

Can you tell me which user you are trying to grant LOA to?

The LOA is required for CBR user or CBR administrator. All the other users from your account are Customer Administrator.
