New User cannot Access CSAM

Hi,

We are adding a new user admin to CSAM, they are added within CSAM however they are unable to login. They were added on 4/5, and have recieved the emails stating they should get access in the next 24hrs. When logging in they have not been asked for the EULA and instead are given a "You are not authorized" webpage.
