If the checkbox for the role is not selectable, it is because the user is not associated with an external company, or the user is not a reseller of any of your company's Smart Net Total Care contracts and cannot be registered for portal access.
User states she is registered.
User ID on attached screen shot.
Someone can support with this issues.

Hello Frank,
It appears that Partner User (who is receiving CBR role) is not yet associated with Partner Company in CSAM tool.
Please ask Partner User to follow the steps from Portal Administration guide.

In this document, look for 'Request Partner Delegated Administrator (For Partners Only)'
Once the set up for Partner Company DA is complete and the user is associated to Partner Company, you or the customer DA should then be able to proceed with CBR role assignment through CSAM.
